Smartworks came about resulting from a name change of Chambers International Training Centre, which was incorporated in December 1995 to provide quality training in Real Estate through the organization of relevant courses with strategic partners including the Singapore Polytechnic, the University of South Australia and the College of Estate Management

It has established a strategic working relationship with the Singapore Polytechnic to conduct a number of courses. The courses are designed to provide quality technical training and upgrading of practitioners in the real estate and construction industry. They are:

  • Property Management and Facilities Maintenance (Basic)
  • Property Management and Facilities Maintenance (Advance)

The Managing Director and principal lecturers of the centre are senior practitioners who have acquired many years of experience in the construction and real estate profession. They are conversant with the needs of the industry, backed by many years of teaching and lecturing experiences in local tertiary constitutions such as the National University of Singapore and Polytechnics. The Director is also actively engaged in delivering papers at international conferences and seminars.

Smartworks Learning Centre is proud to be appointed as the local representative for two leading and reputable international bodies providing distance learning and training for students and practicing professionals in the property, real estate and construction industry. They are:

  • College of Estate Management, UK
  • University of South Australia, Australia

The College of Estate Management, with close association with the University of Readings, was founded in 1919 and granted its Royal Charter in 1922. It runs a number of programmes ranging from Professional and Postgraduate Diploma to Bachelor and Master Degree for professional qualifications as well as those for postgraduate studies. Most of its programmes meet the academic requirements of the Singapore Institute of Surveyors and Valuers (SISV) and Royal Institution of Chartered Surveyors (RICS).

The University of South Australia has an international reputation for educating professionals and for applied research. It is a national leader in collaborative industry research and is recognized nationally for the quality of its teaching and community service, and has the State’s largest intake of international students. The Bachelor of Business (Property) has been offered by the University since 1960, has earned a reputation throughout Australia and overseas for its practical focus, analytical approach and the abilities of its graduate to contribute to their employers’ businesses and to the property industry generally. The local accreditation body, the Singapore Institute of Surveyors and Valuers (SISV), accredits this degree.

Smartworks Learning Centre plays an important role to the two international bodies in providing local tutorial sessions support to the students on the programmes, equipping them with resources as well as providing services.

With the objective of providing quality training to the real estate profession and industry in mind, Smartworks Learning Centre will continue to explore new training needs in the ever-changing industry driven by the legislative, technological and economic changes in the new millennium.

In October 2006, Smartworks Learning Centre becomes part of the AEC Edu Group. With the added strength of AEC Edu Group, Smartworks Learning Centre is now in better position to enhance the education experience, with opportunity to expand regionally.

WAN FOOK KONG

Fook Kong qualified as a Chartered Surveyor from the Royal Institution of Chartered Surveyors, UK in 1971 and made a Fellow years later

Having been involved in the real estate industry for more than 30 years, he has held senior executive positions in the public and private sectors. Major organisations, which he has served, include the Housing and Development Board, Straits Steamship (now Keppel Land), Jones Lang Wootton (now Jones Lang LaSalle), Colliers Jardine and Suntec City Development Pte Ltd.

He has also been associated with large-scale developments undertaking marketing and management responsibilities. Some of these projects where he played a key role include Ocean Building, Bukit Timah Plaza, Pandan Valley Condominium, Scotts Shopping Centre, Centrepoint Shopping Centre and Suntec City.

He sits on the board of several companies including one listed on the Singapore Stock Exchange.

TAN JOONA
Programme Manager

Joona, an Electronics and Electrical Engineering graduate, has extensive experience in the various management positions held which include Manufacturing, Engineering, Quality Assurance, Training Development and Consultancy, Human Resource Development, and Real Estate Agency.

16 fruitful years of career with an established multi-national company, Philips Electronics Singapore Pte Ltd, which built up in-depth knowledge and expertise in the areas of Company-Wide Quality Improvement, Quality Control Circle movement, Training Needs Analysis, ISO 9000 Quality Systems and Total Quality Management. Apart from Leading training in these initiatives, major achievements included facilitating and winning Productivity and Standards Board’s (PSB) Singapore Quality Award for Philips, and also instrumental as an active member in the company’s Working Committee which successfully clinched both the ISO 9001 and the ISO 9002 Certifications for the Singapore and Overseas offices.

She took up challenge and started new career after Philips with a local Real Estate Agency for 5 years, in the setting up the real estate business which included the recruitment, training and development of its real estate agents.

Thereafter, she was an Associate Trainer with PSB and Singapore Telecommunication Academy, providing training to their staff to meet the business needs.

With more than 20 years of experience in the development, organizing and conducting of training programmes, she is now the Programme Manager responsible for the full operation of Smartworks Learning Centre. She is most conversant with all the programmes offered through the centre and will be most pleased to answer any queries to all prospective participants.
